Internet trade in veterinary medicinal products

The Veterinary Medicinal Products Regulation establishes rules for the retail trade in veterinary medicinal products via a web shop (or: internet trade).

Rules on internet trade in veterinary medicinal products

Since 28 January 2022, specific requirements apply to all retailers who have or wish to set up a website for the online sale of veterinary medicinal products alongside the sale of veterinary medicines from a brick-and-mortar store. These requirements are set out in:

Under the Veterinary Medicinal Products Regulation, internet trade in veterinary medicines is only permitted for non-prescription veterinary medicinal products, or medicines in the VRIJ category.

At the national level, the Netherlands makes an exception in this regard. This means that retailers in possession of a so-called DR licence not only may supply veterinary medicinal products subject to a prescription (URA category) from a brick-and-mortar store to animal keepers, but may also supply them online via the internet within the Netherlands. As this exception applies in the Netherlands only, these prescription veterinary medicinal products are not allowed to be offered or sold to people in other countries. After all, those territories may be subject to different national legislation.

Please note that these URA veterinary medicinal products may only be supplied to end users by holders of a DR licence with a prescription from a veterinarian.

Pharmacists and veterinarians lawfully hold a retail (DR) licence. Please also see the Veterinary Medicinal Products Decree 2022 - Section 4.3.

Information to be specified on your website

As a minimum, retailers offering veterinary medicinal products in the Netherlands via a web shop must present the following on their website:

  • how to contact the Veterinary Medicinal Products Unit; 
  • a hyperlink to this web page;
  • the common logo (please also see the Commission Implementing Regulation (EU) 2021/1904);
  • the common logo must be clearly displayed on every page of the website that relates to the offer for sale at a distance of veterinary medicinal products; 
  • the common logo must contain a hyperlink to the Internet trade in veterinary medicinal products register. The register is a list of all retailers who have registered for the Internet trade in veterinary medicinal products register with the Veterinary Medicinal Products Unit. The register is updated monthly;
  • you may display this logo on your website after you have registered the use of the logo with the Veterinary Medicinal Products Unit;
  • after registering with the Internet trade in veterinary medicinal products register, the common logo must be displayed on the web pages where you offer veterinary medicinal products as a retailer within 3 months.

Please note!

Veterinarians and pharmacists who, under Section 4.3 of the Veterinary Medicinal Products Decree 2022

  • hold a DR licence by operation of law and likewise supply veterinary medicinal products online at distance must also meet the requirements that apply to ‘retail at distance’.
  • Retailers who, under Section 4.2(5) of the Veterinary Medicinal Products Decree 2022, are not required to hold a licence for retail trade in non-prescription veterinary medicinal products intended for non-food producing animals and supply veterinary medicinal products online must similarly meet the requirements applicable to ‘retail at distance’.
